The interior is basically closed in winter but you can still travel the whole of route 1 (the ring road that follows the coast around the whole of Iceland) without issue. It's a pleasant small city to visit, but if I were you I'd save my money and visit during the summer when you'd have much more choice of places to visit (and if you go at the end of the summer there's a reasonable chance of seeing aurora)

All else being equal, your exposure will be inversely proportional to the square of your aperture, meaning that a lens at f 2.8 will need four times as long to capture an image as at f 1.4. what I do is get those toe warmers from the store the ones that have the sticky backing and attach them to the outside of the camera housing where the battery is located! More recently I spent 2 weeks in Levi, Finnish Lapland near Kittila madly chasing the lights, only to be cursed by heavy cloud cover, rain and heavy snow for the whole time I was there, bar one night where we saw a fait glow on the horizon.
