According to Dragon Ball Z: Budokai Tenkaichi 3, at some point after the defeat of Kid Buu, Kibito Kai meets Goku and shows him a few stories never shown before as a thanks for Goku's help in saving the world. Although apparently stronger than Cell in this state, Goku told Gohan he could not defeat him because Cell was much faster, because "all the power in the world would do no good if you can't even hit the guy." Instead of persevering harder to simply increase power output, Goku decides that simply mastering the Super Saiyan form to suppress its downsides and make it a natural state is the best way to fight and gain power
Anyway, Frieza is finally ready to fight, he beats up people, Goku comes in the nick of time, gets mad when Frieza kills Krillin, and goes Super Saiyajin (hair turns gold). (Yamcha is killed by a Sabai man who self destructs, Piccolo is killed by Nappa as he saved Gohan, Chauzu self destructs to kill Nappa, and Tenshinhan drains all his energy to try to kill Nappa) Goku finally arrives (Kame Sennin wished him back with the Dragon Balls), sees how almost all of his friends were killed, and kicks Nappa's arse

The fighting is top notch as you see Goku turn SSJ 3 for the first time in a movie...at first Janemba seems rather playful and harmless (kind of like Buu), but after he is seemingly beaten he turns into a very destructive creature
